Governance provides the rules that allow individual records to remain meaningful within a larger evidence system.
This includes principles covering record identity, attribution, provenance, temporal context, evidence relationships, change control, verification, and publication boundaries.
The objective is to prevent evidence from becoming disconnected from where it came from, when it was created, or what it originally represented.
Continuous Proof
Evidence is stronger when continuity can be preserved.
Real world systems do not produce evidence only once. Conditions change. Operations continue. New observations appear. Records accumulate.
DGCP™ treats proof as a continuing evidence process rather than an isolated document or snapshot.
Each record can contribute to a longer evidence history while retaining its own identity and context.
This allows evidence to develop through time without requiring earlier records to be rewritten to match later understanding.
Provenance
Every record should retain a path back to its origin.
Provenance describes where evidence came from and how it entered the evidence system.
DGCP™ preserves the relationship between evidence and its originating context so that later users can distinguish the source record from subsequent interpretation, analysis, or publication.
This becomes increasingly important as evidence moves between operational, research, analytical, and public environments.
Traceability
Evidence should remain navigable.
A large collection of records has limited value if relationships between those records cannot be followed.
DGCP™ uses structured identity and evidence relationships to support traceability across time.
Traceability allows a later record, analysis, or public reference to retain a connection to the evidence on which it depends.
The objective is not merely to know that information exists, but to understand where it came from and how it relates to other records.
Evidence Integrity
Preservation includes preserving boundaries.
Evidence integrity requires more than preventing data loss. It also requires maintaining distinctions between observation, evidence, record, interpretation, and publication.
Observation: What was actually observed or recorded.
Evidence: The material supporting that observation.
Record: The structured representation preserved by the system.
Interpretation: What may reasonably be understood from available evidence.
Publication: What is appropriate to disclose publicly.
DGCP™ maintains these distinctions so that interpretation does not silently replace the underlying record.
Evidence Continuity
Records gain additional value when they survive time.
Individual observations may appear ordinary when viewed alone.
Their significance can change when comparable evidence exists across days, months, years, locations, or operating conditions.
DGCP™ therefore treats continuity as part of evidence infrastructure.
Historical records are preserved as records of what was known or observed at that time rather than being rewritten when conditions or interpretations later change.
This creates an evidence base capable of supporting longitudinal understanding.
Verification and Reviewability
DGCP™ is designed so that evidence can remain available for subsequent examination.
A reviewer should be able to distinguish the record being examined, its source context, relevant relationships, and the information that was available when the record was created.
Verification does not mean that every record proves a conclusion. It means the evidence necessary to examine a claim or record can remain identifiable and traceable.
